原因：网络原因导致下载超时

pip3默认的下载源是https://pypi.org/simple

Base URL of the Python Package Index (default https://pypi.org/simple). 
This should point to a repository compliant with PEP 503 
(the simple repository API) or a local directory laid out in the same format.

解决办法：指定国内或者其他的下载源

切换镜像源：
豆瓣：http://py pi.douban.com/simple/
清华：https://py pi.tuna.ts in ghua.edu.cn/simple
阿里云：http://mirrors.aliyun.com/py pi/simple/
山东理工大学：http://py pi.sdutlinux.org/
